No. FIFA just allow for 5 substituions per game and forbid games when temperature is near 0 C or above 28 ~ 30 C.
And if the temperatures are normal then? Well? It was wen overall question. Not this world cup specific... And still, Its not because the Netherlands lost. I don't enen like soccer on tv. Ask paper, he knows.

About that picture... That is a true football fan!

Only read my opinion if you are open to new ideas. Don't read it if you are easily offended.
Spoiler
The MAFIFA is corrupted through and through, countries like Algeria, Columbia and Mexico were pestered away by the referees/FIFA pawns. And if they wanted, Brazil - Germany could easily have turned out in off-side goals, a few yellow cards for Germany and at least one penalty for Brazil. Or what about the Argentinian keeper who had on a note in which corners the Dutch penalties were going to be shot?

In the meanwhile, the Russians are shooting at the Ukrainians and vice versa, Hamas and Israel are shooting the F...abulous out of each other with American and Russian weapons. Muslims are decapitating each other in the Middle-East, Syria is still burning and every X minutes a Catholic priest raids a little boy.

How I think a real "fair play" match should end? With a plan of action to solve actual problems, instead of your --oh so old-- #SayNoToRacism. End it with "20% of your ticket is used to help digging wells in some godforsaken village in Kenya". Or how about a match that ends with "These two countries are actually at war", or "During this match, rebels from this country decapitated 7 innocent women and children". Perhaps a fund-raiser or for every missed penalty each national team pays $50K to some frivolous feel-good foundation?

Or let them play indefinitely until player by player gives up and crawls too the side of the field, until the last man is standing/scoring first ( = golden goal + 15 minutes to hold that score). The total amount of minutes played is the amount of money that both governments, football associations or other organisers are going to spend on setting up brainstorms to solve diplomatic, financial or economic problems, and present these in the next match/round.

With your panem et circenses.

FIFA is too conservative. There could be a WC with 40 teams and one more extra player per team, 24 names per country. And with more substitutions per match, that adds to diversity, more room for more tactics and more chance for more players.

But well, hmm... maybe more room for politicial debate too. More teams means more probability for Ukraine vs Russia, Croatia vs Yuguslavia, Chinva vs Japan, matches :P

Brazil 0 x 3 Netherlands.

Poor team, no coordination. It's the last world cup for many players of this game, from both teams.

I think the Netherlands held back after leading 2:0. If they really wanted, they probably could have scored much higher than the 3:0. That was most apparent when they made the last goal.
