I have windows 7 64-bit
I click on the "UnrealTournament.exe, but the game does not start quickly. But the process" UnrealTournament.exe"can be seen in the task manager. If I click the second time, the game starts. Why can't I run the game the first time?
On the old system windows xp sp3, everything was fine

I never had windows 7 so I can't speak to that, but I do have Windows 10 and it runs just fine on that.

Anything that's suspicious in the unrealtournament.log file?
No idea what the problem might be here, but more info is always nice here. Also, what renderer are you using?
Sometimes I have this same problem. I is too, using Win7 64 at the moment as well. I'm on it, No idea what causes it.
You find this bug in my AS tutorial on youtube.
Skip too 18:55 ( first occurrence ) and 23:40 (2nd occurrence )
But the weird thing is, sometimes it solves itself, and a few weeks later it appears again. It is sporadic. TOO ME.
Regardless of render, Nog. I personally think it is a process of a certain program that is the one to blame. ... hm.....
I have the same OS, same install, and same programs. Nothing really changed. hm....
My UT now starts directly, but when restart my computer it may be back again......

I run Win7 Pro 64bit on my desktop and, despite more powerful hardware, game loading is always slower than on my laptop (Win7 Pro 32bit).
I don't think this is related to video render, I changed it but waiting time was the same. don't know why this happens but eventually ut99 works fine both on laptop and desktop, I've to wait only a few more seconds.

I use DirectX9 Render. The game is not installed. After i exit the game the process "UnrealTournament.exe" remains in task Manager. It does not close automatically. Does anyone have any other ideas of solving this problem?

Are you connected to the net when you launch UT ?
I suspect that Microsofts annoying game launcher is the problem, as running a second time is the solution used to run many games that now don't run since that stupid MS update.
Look in the Games section on the start menu, and run the "Games Explorer". You are supposed to be able to disable this "feature" in the options.
If you are connected to the net and it happens, it could be that it cannot reach the MS server.
Right click on UT99 and then the bottom menu item "Check online for updates" and see if it fails.
If you replace Task Manager with Process Explorer (menu option), you will be able to see if the UT file has been launched with a sub-task "rundll32.exe" https://docs.microsoft.com/en-us/sysint ... s-explorer
Now you can right-click and close a file including everything it launched "Kill Process Tree".
Playing at home without a connection I open Process Explorer with it set to "Scroll to new processes", and run a game twice.
I then right-click on the stalled game and "Kill process tree", then close Process Explorer.
Yes there are methods of removing the game monitoring system in Windows, but it keeps reappearing when Windows updates.

Does this exist for Windows 7?

Is this a fresh install? Or is this a carry over install from your old system? If it is the later, install the game fresh.
Yes, I think it was when some of the extra tracking features in Win10 were also added into 7.
....Forget that, it looks like it has been in there a lot longer than Win10, but seems to have resurfaced as a problem since the tracking enhancements.
