Yeah we've had this problem with other muts.
It will work with xPickups depending on which mutator runs first.
Play around with the order in which you load the mutators.

It works fine here and not sure how you start your offline game.
Try creating a batch file in your system folder as follows.
@echo off
UnrealTournament.exe DM-Deck16][?Game=BotPack.DeathMatchPlus?Mutator=BootMon9.BootMon
You can add as many mutators as you like just seperate them with a comma ','
Save it as Whatever.bat and double click on it, or drag a shortcut onto your desktop.
