What does the "skill" selection bar do when customizing a bot?
I'm not sure what the "skill" bar does when customizing an individual bot. Does it adjust a bot's individual skill based on the selected skill?

Yes. It is adjustment from base level of skill.
It capped by 0 7 in any case. So you can not get out of bounds.

Not all bots at same skill level. Which make gameplay more interesting. Like not all players play in same level.

It increases the skill level for the overall bot
Simple way to test, give 2 different bots the same settings but take the skill all the way down for one and all the way up for the other.
