Added option NoClearTopPlayers=3 (The number of players from the top 20 who will not be affected by the MonthsToClear, and these players will remain in their positions until they are displaced by players with a higher score)

1. Fixed cleaning by month
2. Added options bShowClearedLogs=False (True - Logs about cleanups bClearPlayerList and MonthsToClear will be displayed in the server log)
