Might be a known bit for the historians here, but recently found out the OverKill custom skin is actually made by Shane Caudle:
https://web.archive.org/web/20050204123 ... insFAQ.htm <- Shane Caudle's old website, with still a working download and brief details,
https://unrealarchive.org/skins/unreal- ... 7dcc9.html <- UnrealArchive link with some more face screenshots and mirror download links.

Also turns out they tried to rectify the whole "can't sell game in Germany cuz shooting humans is bad there" thing by doing a "Probotector" as I call it  (basically for the Europe versions of the early Contra games, Konami turned all human characters to robots and renamed the game), seems like it would was a bit too much trouble and they dropped that idea.
The skin itself seems to have floated around sites for a while but seeing as no readme was there, the author got lost.
This is actually one of the skins I made for the German version of UT which is a modification of the Raw Steel guys. I had to make them into robots because you can't have people killing people in Germany for some reason, I bet they loved DOOM ;). I thought why not post it for the US guys to use. If you want to use it just place the SoldierSkins_OverKill.int in the system directory and place the SoldierSkins_OverKill.utx in the textures directory, and thats it.

Wonder if Shane would mind if I edited it a wee bit.

Seems weird the "guts" get team colored while the same ligaments visible in the neck & elbows doesn't.

I'd want to make the guts not change, so they remained consistent with the other parts.

I assume so, he puts all the textures in .bmp files in the .zip file
