ut 99 vehicles question

Keeping in mind this official news from Epic Games in this link:

I have one question:

The fact that you are developing a new type of game for unreal tournament game of the year related to vehicles and the strong development of the scaling included in the map editor for this version of ut, and knowing that in the news linked in previous lines provided by Epic, the UT2004 version does not contain an official download link for the ut2004 game. Does it mean that this gametype is an attempt to bring this part that was from ut2004 to ut goty? Epic has given you implicit permission to do this and make people forget about ut2004 (knowing that if they already have it in ut goty why have ut2004?) or? I rephrase the question: Is this the reason they haven't included DLC for ut2004?

I don't know what you have interpreted so negatively in my question.

Please, Don't talk to me like i'm disturbing you or acting harsh as if I were getting you into legal trouble when is not, it's a question cos I get confused what does this mod do. Anyone can think and having these doubts.

Maybe if you put the entire question you will see a question not an assumption, maybe cause its not my native language should be written as:

Has Epic given you implicit permission to do this and make people forget about ut2004 (knowing that if they already have it in ut goty why have ut2004?) or? I rephrase the question: Is this the reason they haven't included DLC for ut2004?
Is a question, where is the assumption?

1. XV isn't a mod or mutator, vehicles have to be directly edited onto maps.

2. Epic isn't trying to make anyone forget about ut2004, but they might be trying to get players to forget about ut4.

3. FeraliDragon originated XV, Buggie has significantly enhanced it... starting with the one thing Ferali couldn't get it to do; work online.

4. Epic doesn't need to give anyone permission to make stuff for any version of UT. The games are all designed to have stuff made for them.
