This payment is a result of the settlement announced back in December 2022 following the FTC judgement.

If I remember right this might've been the main potential reason of many of Epic's games (UT included) to be de-listed from stores.

This payout is to do with the potential for players to make inadvertent in-game purchases due to the lack of robust payment confirmation.
Another part of the judgment was concerned with the collection and storage of information about child players without the consent of their parents and the lack of safeguards for children using the in-game 'chat' - it may be the latter of these that led to Epic's decision to delist older games as they obviously don’t have any safeguards in place (but AFAIK that’s just speculation).
