Server not showing in server list... But people are playing on it?! Fixed! (Somehow?)

So I have been hosting my own server for a while. Despite my best attempts the server wasn't showing in the server browser, not even the LAN servers list. I kind of accepted that something was wrong and to, for now, use it as my personal test server until I have the energy to reinstall from scratch and see if that fixes it. (I included the ini below in case someone can figure out what I am doing wrong)

Shock, complete shock, how? My server wasn't showing in the server list... All my friends said they couldn't find it, I had been looking myself... so how? Was it some sort of bot randomly sweeping server IPs?

Tonight it happened again, and looking through the logs shows that the server has at least 4 unique visitors playing on it, despite not showing in the server list. And I am just, confused. What is going on here? Why does my server not show in the list? and how do people join it despite that? I want to eventually fix the server. But now I worry that they are linked to some antequated master server that's no longer supposed to exist but I am somehow connected to anyway, and in fixing it the server will no longer be there for them.

Hmm they may be undead players that were killed (aka totally owned) in the Quake 3 servers (loque @ longest yard comes to mind)
And are now their souls wandering around, in the heaven master server (no proof of that existing - yet)

It lets you join even The dead servers... I wonder how that works

It is said that if you wait AFK long enough, Jesus Christ (or Nali Priest equivalent) will reappear, and you will be given an extra life... And you will be reincarnated as a Nali WarCow and have to deal it with the rest of your life without having to use a fork... But not all in life is bad...
At least you have a cup holder *drinking from long straw* leading from what used to be the weapon holder!
