I have an EAX soundcard and UT patched up to v436. I can select EAX under the audio options, but I have noticed that there are soe files downloadable here to enable EAX. Do I need to install them?

If you want to run version 436 then install this patch I found on Unreal Texture:

This is a no-delta version 436 patch for UT99 that includes files for EAX.

I haven't found files for 451b, but I don't think it matters (unless you do a lot of bot matches) because that patch destroys the Unreal Ed function of your game.
