I guess Oldskool has a "always decal" mutator as well.

Sorry if I am wrong, but aren't you a bit confused about those mutators?
The decals are the blast mark left by your weapons on the walls, floors and ceillings, like the redeemer explosion decal and the pulsegun decal where we can even do a draw on the walls.
"Decal Stay" makes thoses marks stay on the walls, floors and ceillings forever, during a match.
The mutator which leave the bodies stay forever on the match, it's not Decal Stay.
I don't know its name right now, where it is neither, but I will post here when I discover that mutator.
@Creavion: If you are talking about OldSkool Single Player, there's no Decal Stay. What is there is that "Body Stay" mutator i talked.

A MadMan's Dream. That's what makes the bodies stay around longer.
DecalStay is really cool. You can go into a room and say ("oh yeah, there was some brutal action here a while ago, pity I didn't get the frag..."). Only problem is it tends to turn itself off each UT reboot, so you manually have to disable and re-enable it.
