Thanks for the feedback FraGnBraG.
I withdraw my recommendation of the GTA map.

I havent really been too involved with unreal lately. Its also been a while since I checked these forums (but its a good thing that I did today). You see at the time I was a complete 100% noob and didn't really think about credits. Im sorry that I didn't included full credits with that map. But if you see my other large city map here http://mapraider.com/maps/?fileid=5710
you see in that map i included full credits in a readme that gave credit to everyone (fnb, angelheart, cgtextures.com, etc.).
But anyways, back to helping the OP: One of my favorite places to obtain urban textures is cgtextures.com. When I used to create maps, my work flow for gathering textures from cgtextures was in these steps:
step1=create cgtextures free account, you can dl up to 15 mb of textures per day. step2= you will download the JPEGs that you need. step3= now with odd sizes such as 1200x600, you will want to use a free photo editor that allows you to easily resize and convert to pcx, for a good photo editor I recommend Alsee tools. step4= after dl and installing Alsee tools you will want to take 1200x600s for example and make them pcx 8bit 1024x512. step5= once textures are converted- organize into folders such as (windows, signs, old houses, office building, etc.) step6= you can now import and label the texture groups same as your organized folders.
Everyone has their own work flow, but for me converting cgtextures.com has been the best. I also exported many FnB textures and angelheart textures, which I now realize was unacceptable and I wouldnt recommend it. So if you need urban textures I would recommend primarily using cgtextures, my DOM-ChinaTown2011 is an example of many of the cgtextures. Also since this is an urban map Im assuming that you will need car textures, for this I recommend using the 360degree car rotation views on kbb.com, then can use the 2d shape editor to trace car.
hope this helps.
