How do you insert a 'MyLevel' section into textures so you can, well, put in custom textures.

Editing a map that actually doesn't have that texture field.

You import a texture (in your case) into the UnrealEd, as package you state "MyLevel" (you can also write it as "mYLEveL", you get it I think). To "save" the stuff correctly, you have to use the MyLevel content in your map somewhere. You only save the map. That`s it already! Do not save "MyLevel" as package! This has not really anything to do with an "automatic process"...
