Then update all related software, if needed in multiple small version steps.
PHPBB3 forum has a lot of support suggestions which have so far, not solved my problem.

These are the steps I am attempting with no success:
I have tried on Ubuntu Linux (absolute pain in my ass!) and Win11:
Installing and configuring XAMPP can't ever run anything under the proposed site without massive errors.
/Install, /STK, /phpMyAdmin.
I have several database backups and the entire directory structure and the original host site has been shut down.
Importing the DB sometimes succeeds but I am not able to see anything on the site after replacing to proper files.
The best I can ever get is a directory list of files when accessing the site's root.
I am learning that different versions of PHP and PHPBB3 are not all compatible.
This has wasted well over 6 hours of my time and I will figure it out eventually.
