Best modelling/animating 3D program for UT

I need to model and animate some meshes to UT GOTY (not UT2003, not UT2004 and not UT3), and I am currently using MilkShape 3D 1.8.1.
But the Unreal exporter is distorting my meshes out.
So, do you know any program else to do this, for UT99? The best program and plugins to do it? If it's free/open source better.
I really need this right now, to some tanks and a hoverboard to UT99...
