In UnrealEd 3.0, Tools => Scale maps. Do this before exporting.

It's inevitable because it's not a perfect process. Your best bet is to rebuild the buggy actors from scratch, using the imported ones as guidelines.

Export the textures from the texture browser in UnrealEd 3.0 and import them in UnrealEd 2.0. You'll have to convert them because most UT2004 textures will be outputed as .dds files and UT99 will want 256 colours bmp or tga.

In theory, it should be possible if before importing your map, you create the necessary package and add the right texture in the right location in UT99. That means looking at the textures used in UnrealEd 3.0 (you can do this with the command Texture Cull and reading the output in the command line). For each line such as "Texture=SomePackage.AGroupInsideIt.MyTexture", open the texture, export it, and then you'll want to create in UT99 a package names "SomePackage" and import the texture under its original name, "MyTexture", in a group called "AGroupInsideIt". That way, when importing the map, when UnrealEd read the name of the texture on the polygon it does find something in UT99 at the appropiate location (and if you didn't mix things up, it'll be the same tex).
You must construct additional pylons.
