We are not trying to branch-out or support U227, only acknowledge that there is a crossover that needs its own space.
If you go to UnrealSP to ask for help using SP and Unreal elements in a UT99 game, you will be looked down upon by some of the regulars.
Why ? Is that not a reasonable place to go ?
Not for the dirty half-breed it seems. It isn't this and it isn't that, so we better ignore it.
If an Unreal player has installed a botpack and wants help with UT, would here not be a good place to find help ?
There are many SP campaigns intended for Unreal that will work in UT (and several made for UT+Oldskool). Those that have been posted here have remained in their original section (usually Mapping, Modifications or Downloads), because as they do work in UT99 with Oldskool, they are no longer Off-Topic.
Any other U-games including Unreal 227 only posts, get moved to Off-Topic (1 notable recent exception).
This has already left us with a bunch of Unreal 1 postings and questions mixed with the UT stuff.
As I have seen this mixed Unreal/UT content posted over the years, I have tried to search here for it and been infuriated at how difficult it is without a precise spelling of what you want (assuming you know anyway).
We are not encouraging people to post old Unreal stuff "because it is allowed". Only new Unreal stuff that does not use 227 functions, and will work with Oldskool.
As you say, the U227 engine surpasses UT in every way, but if people use the new classes (and people we insist you do) then there will be nothing to post here, and so the problem solves itself

In reverse it also gives a place for help with UT back-ports to Unreal, at any point the user can continue at another site as an enhanced 227 version.
eg. If someone is working on a port of botpack.u, then here is as good a place as most to ask for help with it, just the same as if they were porting UPak.u (I know they are already done, but they are a good example of equal opposites).
A UT99 SP map with the weapons swapped to U1 (easier done in UEd2.1 + botpack) can be made for and with UT but with Unreal in mind.
Help from UT99 mappers with SP/MH experience is also valuable here, and increases the likelihood that both communities get something new to play with, as it increases the pool of brains they can draw from (even though most also lurk at OldUnreal).

I will rename slightly and adjust the description to be more informative and exclusive.
