Also, any websites with a load of mutators for UT 99?

Have you tried the Turbo setting? Players run 140% faster there, though weapons revert to 100% damage (opposed to the 150% it was in Hardcore mode).

Mutator Toolbox should be able to modify the movement speed (and almost anything else).
