Yah, but it's still not the final Package List, I think there'll be around 15 Packs in total for the final.. hm (not counting the DLL-Packs)

The SDK Directory Structure has been revealed...
Binaries: Contains System Files, Associations, Batch Files etc.
Help: Icons and Help Files
Resources: Maps, Textures etc.
Development: Holds the Source Code and needed Tools
Config: Contains Configuration Data, concerning the Binaries and modifying the UT.exe
The SDK is currently all-in-all (excluding the SandBox Mods) 45 MB in size.
//edit: YES, I did it, made an Unreal Engine directory completely file-indipendent from the Root Unreal Tournament Directory, now Mods and Total Conversions can be installed ANYWHERE not deriving from Unreal Tournament Directory (as you can see the SDK Directory resides parallel to the UT Directory), Mod Support like in Unreal Engine 3 !
