I see this thing every so often, only seen it on a map very rarely.

What does it do?

It's an item from Unreal. Supposedly you would drop it and it emits sounds of projectiles, rockets and Skaarj grunts to distract the enemy. Absolutely useless in Unreal singleplayer because monsters do not react to it and I've never seen it used in multiplayer Unreal maps. Same as the dampener which lowers the sound volume of weapons, but monsters in Unreal do not react to the sound of your weapon; when you shoot, you are heard, no matter the sound environment (even with a dampener while near a very noisy waterfall, for instance). It's only useful in multiplayer but I've never seen it used anyway.
You must construct additional pylons.
